Job Description

Global provider of products, systems and services to the oil and gas industry is seeking to appoint an experienced leader who will have responsibility for defining, implementing and delivering a strategy for process safety improvement across the entire organization. Reporting to the Senior Vice President HSSE, this role will be based In Oslo, Norway or in Aberdeen, Scotland but will require a significant amount of international travel across the entire asset portfolio in order to mobilize and inspire a multicultural team in pursuit of world class Process Safety standards.


Responsibilities and Tasks:


  • Drive global strategy to ensure compliance with Control Of Major Accident Hazards (COMAH) Regulations, Process Safety Management (PSM), EPA Risk Management Plan (RMP) rules, and with local country Process Safety legislation for example Control of Industrial Major Accident Hazards (CIMAH) in Malaysia, internal process safety policies, procedures and programs
  • Lead the development of all process safety related standards, information and procedures; assures coordination with the HSSE, engineering, technology, manufacturing, fabrication, completion and operations areas
  • Accountable for managing the potential business impact of emergent global process safety & loss prevention related regulatory/legislative and Recognized and Generally Accepted Good Engineering Practices (RAGAGEP) issues
  • Provide early warning and planning guidance to businesses, and site leadership regarding compliance and implications
  • Establish and implement key performance indicators KPI and metrics for process safety & coordinate the regular reporting of these metrics
  • Determine appropriate process hazard analysis methodology based on scope of work and proposed Management of Change (MOC)
  • Coordinate Process Hazard Analysis (PHA) validation scheduling and employee participation with asset personnel
  • Oversight of Process Safety Critical Asset Integrity program across the Global organization
  • Implement a sustainable uniform format for developing and updating Operating Procedures
  • Establish a culture of program ownership through employee participation by coaching and mentoring employees on their roles and responsibilities within process safety management
  • Work within an informal reporting structure to provide oversight and development of site level PSM Coordinators
  • Provide oversight to MOC by maintaining and auditing MOC and Pre-Start Up Safety Review (PSSR) records and procedures
  • Maintain and Facilitate a sustainable approach to PSM self-audits and inspections
  • Participate in process safety incident investigations
  • Analyze process safety incidents and trends and develop strategic goals for implementation



Qualifications and Personal Qualities:


  • Bachelor Degree required (prefer Chemical or Mechanical Engineering, or similar)
  • Certified Safety Professional or similar Process Safety training certified by recognized body
  • Direct Process Safety Management experience preferred
  • Global / international coverage preferred
  • Detailed working knowledge of process safety management compliance, including conduct of HAZOPs/PHAs, mechanical integrity (preventive maintenance, testing and inspection), operating procedures, emergency response, facility siting, management of change, process/equipment design, safety interlock strategies, contractor management, application of Layers of Protection Analysis (LOPA),
  • RAGAGEP, and As Low As Reasonably Practicable (ALARP)
  • Working knowledge Emergency Response
  • Experience in HSSE management systems and auditing
  • Experience in root cause investigation techniques
  • Ability to research, analyze, interpret and implement HSSE regulations, standards, and best practices
  • Qualified PHA facilitator
