Pipeline Project Engineer / Pipeline Engineering Lead

LOCATION: Houston and Port Arthur Area

SUPERVISES: Discipline Leads

DURATION: 4-5 years

START DATE: November 2018

MAIN FUNCTIONS

The Sub-Projects Engineering Lead is responsible for broad technical and administrative oversight of the subprojects contractors’ engineering effort from the date of contract award through completion of the Project.

The scope of work includes the pipeline and compressor stations as well as plant early works and brownfield activities. Responsibilities include:


    • Gaining alignment with the PMT on project engineering needs, objectives, and requirements

    • Ensuring that the contractors’ design processes and procedures are adequate to fulfill contract requirements, and that the design meets the Requlatory requirements including but not limited to FERC approvals

    • Developing and executing administrative routines that align with the project's goals, objectives, and procedures

    • Communicating with the PMT on engineering activities, progress, and issues



 

TASKS AND RESPONSIBILITIES

 

Responsibilities of the Sub-Projects Engineering Lead shall include the following:


    • Provide overall engineering leadership and expertise

    • Supervise and administer assigned engineering staff, and seek support from Plant Area Brownfield team and/or Common Skill Centers as needed

    • Maintain close liaison with appropriate members of PMT (Safety, Project Services, Execution, Construction, and Quality)

    • Gain alignment with the PMT on project engineering needs, objectives, and requirements

    • Participate in kick-off meetings with the Pipeline & Compressor Stations FEED+EP and Construction contractors and PMT to ensure common understanding of engineering requirements, including deliverables

    • Conduct project team member briefing sessions with respect to engineering requirements and processes

    • Authorize design alternative studies, as required, to optimize project cost and schedule

    • Ensures the applicable Project Toolkits are understood by the PMT and appropriately utilized

    • Owns the preparation and stewardship of pipeline and compressor stations engineering scope of work in contract

    • Responsible for maintaining technical alignment with Operations

    • Provide engineering data (narrative, charts, graphs, etc.) for the monthly progress reporting and stewardship

    • Manages the Engineering Masters Deliverables List including creation and approval

    • Owns planning and scheduling of the Engineering deliverables to enable efficient project execution

    • Manages the technical attachments and scope description to all purchase orders, and timely delivery

    • Ensures quality assurance and production timing of the Engineering deliverables is in accordance with the approved project execution schedule

    • Owns the technical attachments and scope description to all fabrication and construction contracts, and timely production of each




    • Coordinates the Engineering Surveillance Plans; arranges required design reviews and appraisal by CSC technical specialists for critical portions of the work

    • Manages engineering design in accordance with the project's change management program

    • Responsible for being knowledgeable of lessons learned from previous projects with the same contractor and capturing and communicating engineering and design lessons learned for the current project

    • Assesses contractor capability and ensures PMT or CSC support is available to address gaps

    • Owns the engineering schedule and critical milestones (LLE procurement, engineered equipment procurement; ROS dates, etc); develops and stewards recovery plans to address any schedule delays

    • Actively works with the execution team to develop and implement the optimum execution plan

    • Steward the contractor activities with respect to engineering execution including:

    • Ensures all affected parties are familiar with engineering execution plans, procedures, objectives, and overall job requirements

    • Ensures that the contractor staffs the project with adequate numbers of qualified personnel

    • Ensures that the contractor employs the appropriate design tools, including computer hardware and software

    • Ensures that the contractor adheres to all appropriate specifications and standards

    • Ensures that the contractor provides all contract documents, including those referred to in the job spec.

    • Reinforcing the requirement for the contractor to control the work, i.e. accurate and timely progress measurement and reporting

    • Ensures contractor compliance with contractor design verification processes

    • Advise the contractor's engineering and design organization with respect to:



− Contractor's engineering and design procedures, processes, and deliverables

− Contractor's staffing, including staffing plans, and personnel suitability and adequacy

− Resolution of contractor's engineering claims, if any


    • Cooperate with IPR, Design Readiness Teams and post audit activities with respect to contract administration and sub-contracting



QUALIFICATIONS AND EXPERIENCE

Broad and extensive knowledge of

− Design standards, specifications, codes, and appropriate safety criteria

− Engineering administration


    • Bachelors or Master’s Degree in an engineering discipline

    • 20+ years of closely related professional experience, 15+ years of which should be at the senior project engineering / engineering management level with overall responsibility for engineering execution

    • Strong organizational, management, and technical judgment skills

    • Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities

    • Broad knowledge of design requirements of all engineering groups

    • Prepare contingency plans for the unexpected (pro-active, forward-looking)

    • Execute work in full compliance with Standards of Business Conduct

    • Broad range of experience and skills through multiple function and project assignments (Multi-discipline skill set)

    • Strong leadership, influencing, and interpersonal skills

    • Strong organizational, coordination, planning, and interface skills

    • Excellent communication skills and ability to read, write, and speak fluent English

    • Willing and able to travel as required
