The Purchasing department is responsible for the supply chain of aftersales technical goods and services, covering clusters including: spare parts and logistics; life-cycle engineering for renovations and conversions; proposals and cost calculation, asset services and management; and ShipSupport, including NPR. As a result of expected growth in projects and other initiatives, we are looking for an experienced self-sufficient, hands-on and efficient Project Purchaser. You will be responsible for the procurement of services and goods as required for the specific vessel renovations and/or conversions. You will report to the department manager, Purchasing Services and work closely with the Project Purchaser Team Lead for day-to-day activities. The Project Purchaser will interact with the Project and Buying teams, Category Management and other internal and external stakeholders. You will work in close cooperation with the business as a whole and the SCM organisation. Effectiveness, commercial thinking, stakeholder engagement, relationship management and organisational sensitivity are essential in this role. In this position, you will be responsible for:

  • supporting the craft makers list and managing the procurement milestone schedule (PMS)
  • ensuring that all relevant procedures relating to procurement activities are understood and enforced by all relevant parties
  • managing all procurement activities for specific vessels
  • ensuring the quality of purchased items meets the specified requirements
  • ensuring that orders are issued in compliance with the schedule and budget requirements of the vessel
  • being aware of contractual obligations for each order placed (for example delivery performance)
  • ensuring the necessary expediting of all suppliers by phone and e-mail
  • liaising closely with the Logistics team on all upcoming and existing shipments
  • issuing a weekly report that highlights the critical items that may have incurred delays and/or the materials due for shipment
  • reporting to the Project team for matters related to the organisation of inspection activities required for the delivery of specific equipment and, if necessary, arranging a visit
  • expediting the supplier in the supply of inspection reports and certification (if applicable)
  • reviewing and monitoring progress against schedule and highlighting any potential delays
  • maintaining effective communication between the company and suppliers
  • identifying similarities in the procurement activities of other vessels and combining purchasing requirements from the same suppliers (when possible)
  • identifying potential scope for framework agreements
  • checking delivered quantities, comparing packing list contents and goods actually received
  • checking the quality and conditions of the goods delivered (if necessary, informing Quality Control to inspect the delivered goods prior to shipment to the relevant vessel)
  • making reservations with the internal transportation department when required
  • reporting any overage, shortage or damage (OSD report).

In addition to the project purchasing duties, you will also be responsible for:
  • being a member of a designated project team
  • working with the Calculation department and Category team throughout the tender phase of a designated project
  • working with the Project and Category teams for a designated project/order during the execution phase
  • ensuring all purchasing is completed within the category framework plans (suppliers and process)
  • negotiating with suppliers, as well as interacting with the Engineering and Production departments
  • the operational purchasing within OSBIT (on specification, budget and in time) for a designated project, and providing regular progress and status updates
  • complying with all health, safety and environmental policies.

In addition, you will have the following qualifications and experience: 
  • a higher vocational education (HBO) in a technical or commercial discipline, and preferably a supporting NEVI certification
  • a minimum of five years of relevant experience in a similar position
  • an excellent command of both English and Dutch
  • an understanding of the business dynamics of dredging and/or offshore renovation projects
  • a VCA certification
  • a valid residential EU work visa.
