"As Turnaround Leader he/she will be responsible for the second half of the Continuous Scoping process and the execution phase of T/A's: from T-52 until T+13 weeks
The Project Turnaround Coordinator for the particular asset and has the responsibility, accountability and authority for planning, preparation and field execution of all scope in the Turnaround and ensures activities are executed timely, efficiently and in accordance with approved budgets, premises, work processes, quality standards while taking full account of safety procedures and requirements. This includes interfacing with all disciplines and execution contractors. The PTC coordinates with the work preparer/planners/schedulers during the planning/ preparation phase and works closely with Field Coordinator, Contractors, Operations, Project and Discipline Engineering Groups during preperation and execution.
Asset description: The asset is a mature asset with a wide variety of offshore & onshore installations, ranging from ageing systems to recently developed technologies. On the basis of High/Medium/Low value classification per production system, the maintenance, T/A and modifications strategy is tailored to the needs and economics of each facility.
Expected to be involved in one major T/A at a time, or in multiple T/A of lower complexity.
Scope of role includes all aspects of T/A planning and performance including budget management preparation, planning and scheduling, production shutdown, isolation and industrial cleaning, maintenance, project execution, commissioning and restart of the location. He/she is also involved in lookbacks for learnings and making the future planning.
Accountable for a single event as the event leader by delegation of the T/A Event manager team lead
The entire turnaround team (excl. OIM-HMI) functionaly reports to the TAL as event leader
Coordination with numerous other disciplines that impact the turnaround: Contracting and procurement, Logistic, Finance, HSSE….
Turnaround Delivery (Planning and Execution): Accountability to deliver a effective Turnaround within the area to achieved targeted budget, scope and schedule.
o Gather scope and develops startegy premise document
o Leads in scope challenge and selection.(where applicable)
o Coordinate the detailed scope preparation, planning and execution for all frozen scope. (CM/PM, EOM, EMO, Inspection(CUI), Operations, Plantchanges, Major capital projects)
o Reviews work packages by Work Preparer / Planner / Schedulers to ensure quality and completeness.
o Development of the Turnaround Organogram
o Coordinates optimization activities including Reviews, Schedule Optimizations, Resource leveling, Cost challenges etc.
o Works closely with operations to ensure proper and safe integration of all T/A activities.
o Directs field activities during Turnaround execution; this includes, participation in shift turnover meetings, working with the T/A field Coordinator, Contractors, Operations & Project and Discipline Engineering Groups.
o Ensures Scope Freeze according the scopechange procedure. Enable and communicate addenda process is in place after scope freeze
o Daily report out on progress
o Ensure scheduled pre T/A work is executed and findings are incorporated in the T/A Scope
o Engage in formal review to understand the areas for potential growth in scope - addenda and discovery items.
o Develops a plan to manage/mitigate Risks conform the UIE standards and Conduct "What if" analysis to better understand risks to plans.
o Conduct "Cost / Schedule Optimization" review of significant scope if added to the scope after scope freeze.
o Finalize Resource Plan including execution organization
o Support the development of decontamination strategy icw OIM-HMI / Operations
o Conduct preliminary review of long lead material items by using a material management plan icw responsible TEM
o Complete scope based factored cost estimate and duration estimate and compare with budget and BP
o Assures that al the scope is integrated in a T/A scheduling tool and optimize the execution schedule when possible or necessary.
o Approve and manage the integrated T/A Schedule including all pre-work
o Approve HSSE Plan & responsible to manage HSSE performance of the T/A
o Ensures All (net)workorders and PO's are finalized after completion of the scope, incl. all required documentation (e.g. Shop-papers etc.)
o Execute logistics, infrastructure and staging of materials pre-work
o Organizes and facilitates the turnaround event lookback, post investment review, and learning process, and incorporates best practices into future events and shares with broader organization (incl AAR dashboard).
o Responsible for delivering and archiving of turnaround files and records, financial closeout and Lessons Learned records.
Maintains strong relationships with activity owners and leadership
Ensures adequate site resources are provided and integrated into high complexity execution teams, and facilitates sharing of resources where appropriate.
Maintain tight controls on budget, schedule, safety, environmental and quality control associated with the large work scopes executed in a short duration.
Ensures standard application of the T/A work processes.
A minimum of (5) years experience in Projects, TA, maintenance, operations and having CSU skills is highly appriciated.Accountability for delivering various scope of TA work involving a variety of technical disciplines preferred. Has experience with Management of Change process, budgeting, contract and procurement management.
