Job Description

Lead Process Safety Engineer

 

Location: Houston, TX and Louisiana

 

Duration: Long-term contract assignment

Reports to: Engineering Manager

 

Primary Accountability:  The process safety lead engineer is responsible for reviewing the safety in design, and ensuring safe operation of the facility.  The Process Safety Engineer may be required to manage a 3rd party contractor who are specialized in safety studies. The position will begin in Houston, TX and transition to Louisiana for Construction & Commissioning.

 

Responsibilities

 

  • Participate in weekly engineering meetings
  • Participate in weekly model reviews
  • Lead development and seek agreement/approval from Engineering Manager by use of HSE FDCNs and Key Decisions, and provide technical assistance to the Engineering Team.

  • Firewater protection layout
  • Firewater hydraulic calculation report
  • Fire and gas detection drawings
  • Escape route/safety equipment drawings

  • Containment Study
  • Process Hazard Analysis/Layer of Protection Analysis
  • Quantitative Consequence Analysis.

Produce the following studies:

 

Process Safety Management (PSM)

  • Update the PSM applicability calculation to reflect the latest chemical, utility and catalyst summaries.
  • Compile design documentation required for PSM.
  • Update the PSM applicability and extent report.
  • Project deliverable to OPCO is PSM applicability and extent report.
  • Project deliverable to OPCO PHA and Siting Study.
  • Project deliverable to OPCO is design documentation required for PSM process.
  • Develop a more detailed PSM work plan extending through to commercial operation. Responsibility of OPCO.
 

Chemical Facility Anti-Terrorism Standard (CFATS)

  • Update the CFATS applicability calculation to reflect the latest chemical, utility and catalyst summaries.
  • Compile design documentation required for CFATS.
  • Update the CFATS Applicability and Work Plan report. To reflect the SVA and the FEED design.
  • Project deliverable to OPCO is CFATS applicability and extent report.
  • Project deliverable to OPCO PHA and Siting Study.
  • Project deliverable to OPCO is design documentation required for CFATS process.
  • Development a more detailed CFATS work plan extending through to commercial operation.
 

EPA Risk Management Program (EPA RMP)

  • Develop an applicability calculation to confirm EPA RMP applicability.
  • Develop an EPA RMP Applicability and Work Plan report.
  • Development of a more detailed work plan extending through to commercial operation.
  • Development of Risk Management Plan.
  • Consider utilizing a third party consultant for EPA RMP modelling.
 

Manage Stakeholders

 

  • Planning, monitoring and obtaining ISBL project approvals including permits within required project timeframe
  • Develop relationships with key JVP’s and engineering contractors and vendors
 

Qualifications:

 

  • Bachelor’s degree in engineering is required;
  • Minimum 15 years’ experience in risk engineering, facility integrity and process safety, with in chemical processing facility.
  • Experience in advanced consequence analysis modeling, quantitative risk assessment, process hazard analysis, and pre-start up safety reviews.
  • Performs standard discipline engineering activities on projects under supervision and technical oversight.
  • Experience in process simulation and automation preferred.
  • Oral and written communication skills required for presentations and reports.
