Service Contractor shall provide support in implementing advance contract management and data analytics. This generally includes oversight of the contract management process, developing specific standards and execute data analysis to identify performance gaps, areas of improvements, business opportunities. The contractor shall maintain close collaboration with various departments, including global indirect material and services, global direct materials, MRO, regional services, site project and center of excellence.
2. Scope of work:
2.1 Data Analytics:
Service Contractor should provide data analytical experts to review validate and analyze data using advance statistical methods such as regression analysis, data modeling and visual reporting to discovers and curates new and existing data sources to create insight for the business.
? Support the development and delivery of analytic and statistical models using skills such as data acquisition and management, algorithm design, and model development & refinement
? Acquire deep understanding of the business problems and translate them into appropriate statistical models
? Ensure overall quality of the data & solutions throughout the analytic development process
? Interpret results and communicate insights to technical and non-technical audiences including executive leadership
Data analyst should have at least 10 years’ experience in statistical or mathematic modeling, Visualization software tools, Large-scale data manipulation and mining/pattern recognition experience, Strong oral and written communication skills, Strong problem formulation and problem solving skills, Experience communicating findings to make data analysis actionable and understandable by business partners.
2.2 Contract Management
Service contractor to support building contract model, drafting and editing contracts, demonstrating excellent attention to detail abilities. Service Contractor shall possess in-depth knowledge of procurement regulations, contract agreements, and legal terminology.
In addition, service contractor shall develop a governance model for contract management and supplier scorecard (based on advance statistical analysis) to measure and improve performance.
? Engage relevant stakeholders in negotiation decisions involving legal or regulatory requirements, contract standards and cost targets
? Develop and execute negotiation strategies that minimize potential losses
? Maintain deadlines on deliverables and communicate on an ongoing basis with business partners and internal clients about contractual issues.
? Review contractual performance of both parties to ensure compliance with terms and to identify conflicts or changes requiring resolution at contract renewal.
? Draft contractual provisions based on strategy discussions, senior management input, and organizational needs and expectations.
? Assure accuracy and appropriateness of contract text and attachments.
? Aligns with managers of business operations, including relevant divisions of finance, legal and project development.
Service contractor professionals shall be experience in applying organizational standards when developing requests for proposals, negotiating terms and drafting contracts, has strong ability to systematically analyze complex problems, draw relevant conclusions and implement appropriate solutions. Prior work experience (10 plus years) in contract management role is mandatory
3. Training & Change Management
Service Contractor should develop training & change management model and plan; also develop the required materials that serving this purpose and the required competency to deliver this objective.
4. Time schedule:
Service Contractor shall execute and deliver the SOW described above in an accelerated manner. Provider should conduct weekly status meetings and provide updated to closely monitor progress, identify risks and mitigation actions, and align around next steps.
5. Commencement of services:
-Contractor should be able to start the job immediately after the contract award tentatively during Sep 2019.
-Estimated period 2 years and subject convenient.
-Selection based on interview with service provider professionals according to the relative experience in the same industry.
6. Commercial :
The following schedule of prices is a summary for all items included in the scope of work. The prices shall be all-inclusive and allow all necessary items to complete the works.
