Engineering Manager/FEED Manager – Megaprojects

Location: Houston, TX

Duration: 3+ year contract assignment


The Engineering FEED Manager will lead the team managing the multidiscipline engineering teams on multibillion dollar projects across multiple regions. Although the discipline members of these integrated teams report formally into the Engineering Discipline Leaders, whilst on a project they will be managed by the Engineering Managers who report formally to the Engineering FEED Leader and on project to the Project Manager in a matrix organization.


  • Developing and leading the Engineering FEED team, ensuring effective and available resources and procedures are in place to support projects and to facilitate building of reliable, safe and cost effective industrial facilities.
  • Identifying overall engineering resource requirements on projects.
  • Ensuring Interactive Planning Sessions are managed effectively and resulting project schedules are developed and adhered to managing overall engineering productivity on projects.
  • Supporting and enabling the development of Engineering through the adoption of best practices using available technology, demonstrating the added value to the organization.
  • Ensuring the overall engineering deliverable lists (or equivalent) are developed and maintained per project
  • Developing recovery plans and implemented them where necessary
  • Ensuring engineering teams working in remote EPC Offices are resources and managed effectively
  • Supporting PMs in EPC claims for scope change and change evaluation.
  • Supporting audit teams in identification and remediation and closure of technical issues
  • Supporting PMs in EPC claims for scope change and change evaluation.
  • Managing the split of work and associated interfaces between various locations
  • Supporting audit teams in identification and remediation and closure of technical issues
  • Managing technical issues and support for affiliates, pulling together the teams managing the process
  • Developing and controlling the Engineering FEED Department budget
  • Managing the intersquad checking process
Key Accountabilities:

  • Effective utilization of engineering resources on projects
  • Sequential alignment and development of engineering activities on projects
  • Ensuring overall engineering quality on projects
  • Managing engineering across multiple locations per project execution strategy
  • Ensuring engineering progress is managed and reported correctly and timely
  • Ensuring overall engineering productivity on projects
  • Ensuring timely and cost effective resolution of affiliate technical issues
  • Managing and forecasting overall engineering man-hours on projects and develop mitigation plans for over runs if required.
  • Planning and developing the Engineering FEED Department annual budget and subsequently controlling expenditures aligned with it.
  • Setting overall engineering strategy for individual projects
  • Manage overall engineering deliverables in the sequence to minimize rework
  • Ensuring the career paths for Engineering FEED Management staff are fully developed and are being implemented/followed according to plan.
  • Take overall responsibility for FEED delivery, including sign off and associated supporting narrative
  • Build and maintain engineering project teamwork. 
  • Ensure optimum staffing levels and quality to provide necessary support to Projects and Affiliates.
  • Constantly review engineering tools to identify, improve and implement potential operational improvements that will boost the performance of overall engineering.
  • Develop annual objectives/goals for the Engineering FEED Department and ensure they are achieved by end of the year.
  • Manage, motivate and encourage the development of personnel skills to achieve high performance level.
  • Manage the annual Performance Evaluation (appraisal), Rewards and Recognition, Succession Planning & Retention Program (for career advancement) for Department staff.
  • Provide leadership, motivation, functional direction, and facilitate team communication skills, maximizing the team contribution for Engineering FEED Dept  Staff,  with special attention to young Engineers.
  • Coaching and mentoring department staff to develop and enhance their skills and competencies.
  • Ensure TAS is in place for all projects and that it is executed effectively across all disciplines
  • Develop, execute, supervise, and coordinate all technical aspects of the work safely with primary focus on the integrity/quality of the engineering design while achieving project schedule and budget objectives.
  • Oversee the training & development of the Engineering FEED Department Team.
  • Coordinate with Discipline Managers/Project Managers in order to best utilize the resources.
  • Establishing engineering requirements and providing the necessary resources for the Development and execution of PDP, FEED, EPC IP related Detailed Design for Global Projects.
  • Ensuring compliance with IP protection requirements and procedures.
  • Ensuring that the appropriate design checks are undertaken throughout all project stages and competent people are conducting checking activities.
  • Providing support for project development activities including, bid review and recommendation of contractors.
  • Consolidating Engineering Man-hours estimates for projects.
  • Manage the IAP and manpower resource planning for overall Engineering  at project kickoff.
  • Ensuring all required Technical workshops are conducted as required vis a vis schedule, scope and technical competencies.
  • Ensuring compliance with all applicable laws, regulations and standards of local authorities relevant to the project site.
  • Ensuring that engineering activities undertaken on the project are in compliance with relevant legislation, codes, standards, ECM documentation and customer requirements.
  • Be involved in  technical evaluations for Contractors and Vendors pre-qualification for Global projects.
  • Review/comment on the overall technical portion of Invitation to Bid (ITB) documents for projects and evaluation of bids for FEED and EPC.
  • Support project technical audits.
  • Ensuring compliance with Management of Change procedure and requirements.
  • Ensuring HSE has the highest priority in all activities undertaken by engineering and design personnel.
  • Ensure quality procedures are followed vis a vis checking and maintain associated metrics
  • Ensure lessons learned are identified, raised And incorporated across all projects
  • Ensure FEED status narrative is prepared to accompany FEED package
  • Provide technical sign off of FEED

  • B.S. in Engineering
  • 20 years plus experience  in petrochemical, oil, gas, refinery, or engineering companies with minimum of 15 years in design office managing interdiscipline engineering teams
  • Large project experience with a project value over than a billion USD.
  • Multicultural management experience.
  • Working knowledge of engineering disciplines and interface management.
  • Strong management skills and demonstrated ability to manage engineering execution of MEGA projects.
  • Working Knowledge of man-hour estimation, scheduling, project control and quality practices.
  • Working knowledge of engineering contract packages.
    Working Knowledge of interdisciplinary engineering work flow.
    Working Knowledge of proposal work that includes the development of designs, work scope splits or interface definition, establishment of deliverables, IT application usage and man-hour estimates
