Our client, a leading exploration and production oil and gas operator, have an opportunity for a Project Communications and External Affairs Manager, to work on a 12 month renewable contract in Basra, Iraq.
The Project Communications and External Affairs Manager will provide leadership and strategic direction on all social responsibility matters for the project and support operational planning by providing technical input, build, manage and coach a team of field based Community Liaison Officers and provide day to day support for their activities, support contractor management and align ROO and contractors roles and responsibilities on social responsibility issues, oversee the community engagement strategy and lines of communication to facilitate effective, early and on-going communication and constructive dialogue, assist the C&EA team in developing relevant communications to external and internal stakeholders, and develop and manage a portfolio of community employment/ development programs that satisfy multi-stakeholder interests and needs.
They will manage the annual budget for community employment/ development programs, third party contracts and effectiveness of implementing partners, develop and agree monitoring and evaluation metrics for community employment/ development programs, build internal awareness and capacity across the project to effectively manage social impacts and social responsibility issues, provide regular update reports on related activities, issues and concerns, provide support and advice to the QAWTP Manager on the root causes of and strategies for managing tensions or conflict within the community, participate in crisis communications and emergency response activities as necessary, ensure that project activities are respectful of human rights, and ensure compliance with relevant socioeconomic national laws, regulations, best practices and standards.
The successful applicant will be degree qualified, or have the equivalent work experience, will have an understanding of social and community issues in Iraq, extensive experience working with multiple stakeholders, including governments, communities and NGOs, and will be experienced in identifying, documenting, developing and implementing community development programs/ strategies.
