Construction Engineer

 

Qualification

  • Bachelor of Science in Engineering Discipline (Preferable in Mechanical or Civil Engineering).
  • Thorough Knowledge of applicable Codes/ Standards (for example: for example: ISO: 9001, ASME, API, ASNT, NACE, AWS, BSI, EN 10204, ACI, ASTM, QCS, LOLER).
  • Minimum of years demonstrated experience in the Oil & Gas industry, with particular focus on Projects, and in-service modifications to existing LNG facilities together with maintenance and shutdown activities.
  • Professional engineering certification with a recognized registration body.
  • Thorough knowledge of mechanical, piping, welding, rigging / lifting, scaffolding, civil, structural, electrical and instrumentation construction practices and techniques.
  • Proven ability to establish and implement procedures related to the Construction Management Systems including the Project Execution Plan, Construction Execution Plan, Construction Procedures, Procurement Plans, Materials Criticality Ratings… etc.
  • Worldwide experience working in Projects with Contractors and Sub-contractors, in particular those involved in the construction of Onshore and Offshore (when required), Plant Shutdowns, Oil & Gas, Chemical and / or Petrochemical Plant Facilities. Good leadership and interpersonal skills and the ability to work as a team member under project schedule pressures.
  • Knowledge of cryogenic service applications.
  • Fluent in both spoken and written English.
  • Possess good IT skills, and be able to use basic software such as Excel, Word… etc.
 

Job Responsibilities

  • Participate in Planning and Verification Check List and Site Verification Exercise, Risk Assessment Plan, key execution issues and respective resolutions.
  • Supports Safety Walk planning and participation. Identify issues, resolutions and participates in Safety incident investigations.
  • Understand reporting terminology and incentive program.
  • Monitor Contractor safety, quality and construction performance.
  • Support in ensuring that Projects are executed in conformance with the Project(s) requirements, and established technical requirements.
  • Communicates and coordinates with Projects QA/QC regarding Contractor’s workshop and fabrication shop inspection methodologies and basic inspection tools, including Factory Acceptance Tests (FAT), and Site Acceptance Tests (SAT).
  • Confirm Mechanical Completion, safety and readiness to commence Commissioning or Start-Up or Hand Over.
  • Support Final Documentation, Close-out all Interface Agreements, and eMOCs. Confirm all deliverables received and perform all Close-out activities.
  • Supports and participates in Constructability Reviews, 3D Model Reviews, HAZOP, and HAZID.
  • And identifies and addressed construction requirements, including the aspects of flawless construction.
  • Reviews and manages criteria of fabrication, and field erection sequences with respect to construction safety in general, and SIMOPS in particular.
  • Assess, implement and evaluate the Contractors construction techniques and adequacy of Contractors Construction Plan.
  • Participates in onshore and offshore shutdown and non-shutdown-based construction activities.
  • Assess Contractors performance against prescribed plans using key metrics and identify remedial action plans via site verification (i.e. understand required workforce disciplines and Availability; workshops, fabrication shops, installation sequencing, infrastructure, and equipment and resources requirements).
  • Coordinate the preparation, understand and challenge the schedule estimate basis and
  • Assumptions. Define the activity breakdown level appropriate to the Project phase and location (Onshore / Offshore / Shutdowns). Analyse schedule and identify critical path. Analyse schedule, then identify and develop mitigation or special schedule allowance or reserve against risks, uncertainties or constraints (Heat Index, Offshore bad weather, site access… etc.).
  • Coordinate the review and approval of Invitation to Tender (ITT) including Scope of Work, Compensation, Incentives, and Technical Evaluation Criteria.
  • Manage Vendor Prequalification and selection, ensuring all standards, technical requirement, operational and SHE requirements are met.
  • Provide Weekly Construction Report (for all Projects) to Head of Construction for the final review.
  • Report Monthly Construction KPIs to Head of Construction.
  • Act as the custodian of the Construction database (SharePoint / Share Folder), and ensure that regular updates are uploaded in the database.
  • In charge of Construction Team resource allocation, and provide regular updates to the Head of Construction.
  • Act as a focal point between Construction Team, Projects Controls, Projects QA/QC, and the Senior Safety Officer (Construction & Interface Div.).
