CLIENT is seeking to recruit a Community-Based Fishing Liaison Officer on a short-term assignment for a period of 30 days in support of the upcoming Shipwright 3D Seismic Survey. In this role, the candidate would be required to assist in the verification of active fishing vessels operating within the area.

TASKS AND RESPONSIBILITIES
  • As a member of a team, arrange site visits with vessel owners to observe, document and validate fishing vessels operating out of the areas fishing landing sites. The data to be validated includes, but is not limited to[1]:
    1. Name and Contact information for Registered Vessel Owners
    2. Vessel type (e.g., pirogue, mother boat)
    3. Engine Size
    4. Evidence of Engine Registration (Certificate of Record for Vessel)
    5. Evidence of Ownership (receipts etc)
    6. Evidence of registry with the Fisheries Division (e.g., Valid Fisherman’s Certificate)
    7. Evidence of registry with Maritime Services Division if operating on the High Seas (e.g., Boat Card)
    8. Visibility of vessel Number
    9. To the extent possible, contact information for Captain and/or crew.
  • Input above data into electronic form, provided by CLIENT, by or before the end of contract. 
  • Provide daily report to CLIENT representative on status of work performed and any other matters relevant to the assignment.
  • Attend weekly or other meetings with CLIENT representatives relevant to the scope of work.

REQUIREMENTS

  1. Knowledge about fishing and offshore industry
  2. Proficiency in English Language (speaking and writing)
  3. Proficiency with Microsoft Word, Microsoft Excel, email
  4. Excellent interpersonal and conflict resolution skills.
  5. Access to a working vehicle.
  6. Access to Smart Phone, which can be used for data gathering exercise.

DESIRABLE
  1. Prior experience as a Fishing Liaison Officer
  2. Prior experience with data collection and data collection techniques


COMPENSATION
The selected candidate will receive a standard compensation for the 30-day period along with a lump sum allowance for vehicle, telephone and administrative costs
