The service provider monitors and ensures compliance of HSE Management activities carried out onboard SURF Contractors and Subcontractors marine spreads during the offshore installation campaign with applicable TEPA rules, procedures, and best work practices.
The service holder ensures that HSE contractual requirements are duly applied by SURF Package Contractors. It also ensures that all SURF operations complies with TEPA HSE referential.
The service holder verifies the implementation of the HSE documentation produced by SURF Package Contractors and Subcontractors and their compliance through the day-to-day supervision of offshore activities and aids in HSE methods to the several Offshore RSES-D.
The service holder is responsible for:
  • Promoting PBF HSE culture throughout all SURF activities carried out offshore in Angola.
  • Enforcing the “TEPA Golden Rules Policy” for any personnel involved in SURF activities offshore in Angola.
  • Ensuring that all operations performed by SURF Contractor are covered by proper risk assessment.
  • Ensuring that all HSE controls integrated in SURF Contractor installation procedures are properly implemented.
  • Following up HSE activities and performances of SURF Contractors vessels.
  • Providing HSE assistance to RSES-D onboard vessels during marine operations and participating to incident investigation.
  • Consolidating daily and weekly offshore HSE report to be integrated in the reporting of the SURF package activities in Angola.
  • Advising on any HSE events influencing the general planning of offshore operations and participating in finding ways to mitigate
  • the changes caused.
  • Promoting & organizing HSE events or celebration together with Contractor on vessels.
  • Follow the implementation and event generated by the “Perfect Day” program
  • Participating on daily/weekly operation meetings with Contractors, Subcontractors and SURF PBF offshore teams and acting as HSE advisor.
  • Ensuring that the SURF offshore bridging Emergency Response Plans are implemented and tested.
  • Supervising the organization of relevant drills onboard SURF marine spread (particularly drills for specific Medevac such as rescue for divers, riggers on barge …).
  • Advising the Offshore RSES-D to implement the SIMOPS/COMOPS dossier(s).
The Service holder is also accountable for demonstrating, individually, an exemplary behaviour about HSE rules & requirements.
Activities:
  • To adopt and to demonstrate an exemplary behaviour regarding Company Ethics and “Code of Conduct” policy and HSSE rules and regulations.
  • To ensure promotion, implementation, and achievement by SURF Package offshore personnel of the Company Ethics and “Code of Conduct” policy.
  • To be kept informed of Company Referential (CR, GS, and GM), international standards related to his area of responsibility, taking knowledge from them to application to the Project. To liaise actively with PBF HSE Lead to keep track of changes related to HSE policy and plans, in regulations, standards or Company rules. To inform the PBF HSE Lead of the need of changes in Project HSE Plans or Procedures.
  • To ensure promotion, implementation, and achievement by SURF offshore team of the Project HSE Management System (Policies, Plans and Procedures) and participate, as required, in its update.
  • To ensure that the SURF Contractor HSE Management System is fully maintained in compliance with the contractual requirements and is in line with Contract Exhibit L and with TEPA referential for activities performed.
  • To ensure that the SURF Package Contractors are enforcing their contractual commitments; are implementing properly their offshore HSE Plans and objectives, are safely, properly, and timely performing their activities as per Company requirements.2 / 2 REV00
  • To ensure that Management of Change (MOC) procedure is properly implemented in case of change during the offshore campaign and advise the RSES-D on HSE matters before granting the change.
  • To perform routine and random HSE inspections, daily, to monitor Contractors HSE performance on board the SURF vessels engaged in the installation campaign and ensure the follow up of corrective actions. To provide regular HSE inspection and activity reports.
  • To stop and report immediately to RSES-D any anomaly, violation, and unsafe practice. To implement in conjunction with relevant Contractor HSE advisor appropriate corrective actions.
  • To participate in investigations of significant HSE anomalies, incidents, or accidents. To review, as necessary, associated audit reports and to follow-up implementation of relevant corrective action plans.
  • To monitor and review the regular reporting (daily and/or weekly) issued by SURF Contractors for offshore activities. To ensure adequate and timely reporting to PBF HSE Lead.
  • To attend and participate in daily meetings and toolbox talks held offshore and act as HSE advisor for CPY offshore team.
  • To participate in the regular HSE committee meetings and safety tours.
  • To participate in Job Safety Assessment (JSA) / Task Risk Assessment (TRA) meetings with key personnel for major tasks of the Project.
  • To participate in the implementation of Project safety campaigns and safety initiatives.
  • To ensure confidentiality of all the documentation issued under his area of responsibility.
