SUMMARY DUTIES & RESPONSIBILITIES
Oversee procurement staffs consisting of Buyer, Expeditor, Administration to perform procurement activities for project

DESCRIPTION OF DUTIES & RESPONSIBILITIES
  • Sets work objectives, directs, supervises and reviews staff and staff assignments
  • Provides overall technical/administrative guidance on work requirements and methods.
  • Maintains good working relationship with vendors.
  • Review of Client Contract documents to highlight the general requirements and the obligations to be met during the performance of the purchasing activities.
  • Develop project specific procurement procedures in compliance with contract obligations covering all phases of procurement (Buying, expediting, logistic);
  • Prepare Procurement Monitoring Schedule (PMS), the schedule of execution of the purchasing activity with the indication of the date of the main events, from the receipt of RFQ, PO issue and up to the delivery to site.
  • Developing bid package, qualify vendors, obtain bids, evaluate responses, develop procurement strategy and coordinate inspection, transportation, custom clearance, and receiving and storage of materials.
  • Initiating action on release of PO (or LOI) and contracts.
  • Organizing control and report systems to monitor progress of all procurement.
  • Ensures that suppliers deliver materials and services in accordance with standards of price, time, quantity and quality agreed upon.
  • Ensure that all invoices are audited for compliance with contract terms and supervises closeout.
  • Responsible for ensuring records are maintained and procurements are documented from origination through completion.
  • Supervise establishment of Master List and proper functioning of Customs Clearance
  • Monitoring inspection calls and actions thereon as per agreed quality assurance plan
  • Coordinates routinely with other departments to assure effective and timely coordination and teamwork in procuring goods and services.
  • Conducts evaluations of procurement staff for review and approval of the Corporate Procurement Manager, Coaches, trains, counsels and advises staff; takes corrective action as needed.

QUALIFICATIONS & COMPETENCIES
  • Education: Minimum bachelor's degree in a relevant engineering discipline
  • Skills: Project Procurement Manager shall have good inter-personal skills, possess knowledge of multi-discipline, and possess knowledge and awareness of Project Management principles, documents and plans
  • Project Procurement Manager shall be “hands-on” type and must be able to and be prepared to get their sleeves rolled up and get stuck into all procurement activities issues at a detailed level.
  • Personality: Pleasant, good and likable personality, good communication skill
  • Experience: Experience in Oil and Gas upstream Industry.
  • Minimum 5 years of experience as Project Procurement Manager
